Houses in Multiple Occupation (HMOs) are subject to the most demanding electrical, fire, and ventilation safety standards of any domestic property type. With multiple households sharing common spaces, the risks are higher — and so are the regulatory expectations. The EICR Requirement for HMOs

Every HMO in England must have a valid EICR, renewed every 5 years or at every change of tenancy. However, for licensed HMOs, Manchester City Council typically imposes additional conditions that may require more frequent testing or specific remedial work. Some councils require EICRs every 3 years for large HMOs.

HMO EICRs are often more complex than standard domestic inspections because the property typically has more circuits, more consumer units, and more wear and tear. Communal areas, kitchens, bathrooms, and utility rooms all require thorough inspection. The presence of multiple appliances and higher electrical loads can reveal issues that would not appear in a single-occupancy property.

The alarm system must be tested regularly — typically weekly by the landlord or manager, and annually by a qualified professional.
