HMO Electrical Safety Requirements: A Complete Guide

What Makes HMOs Different?

Houses in Multiple Occupation (HMOs) are subject to stricter electrical safety requirements than standard domestic rentals. Multiple unrelated tenants sharing facilities creates higher electrical demand, more wear on installations, and greater fire risk. Local authorities and licensing schemes impose additional conditions that go beyond standard EICR requirements.

This guide covers the specific electrical safety obligations for HMO landlords, including mandatory HMO licensing (5+ occupants), additional licensing (3–4 occupants in designated areas), and best practices that protect both tenants and your investment.

Mandatory HMO Licensing

Properties with 5 or more occupants from 2 or more households require a mandatory HMO licence from the local authority. Electrical safety is a mandatory licence condition with specific requirements above standard EICR obligations.

HMO EICR Requirements

While the standard 5-year EICR interval applies to most rental properties, HMOs often require more frequent or more thorough inspection due to higher usage and licensing conditions.

  • EICR required every 5 years minimum; many licensing schemes require every 3 years
  • All circuits must be tested, including communal lighting and fire alarm circuits
  • Communal areas are included in the inspection scope, not just individual rooms
  • Landlords must provide a copy to every tenant and the local authority
  • Any C1 or C2 code must be remedied within 28 days or the deadline specified
  • The EICR must be satisfactory before an HMO licence can be granted or renewed

Fire Alarm and Emergency Lighting

HMOs require enhanced fire detection beyond standard smoke alarms. The specific requirements depend on the property size, number of storeys, and licensing conditions.

  • Grade A or Grade D fire detection system depending on property size
  • Interlinked smoke alarms on every storey and in every escape route
  • Heat detectors in kitchens and other high-risk areas
  • Emergency lighting in escape routes for larger HMOs (typically 5+ occupants)
  • Fire alarm testing log book maintained and available for inspection
  • Annual testing by a competent person with certificate issued

Communal Area Electrical Safety

Communal areas in HMOs — hallways, staircases, kitchens, and bathrooms shared by multiple tenants — are high-traffic zones with specific safety considerations.

  • All communal lighting must be on a separate circuit with appropriate protective devices
  • Emergency lighting batteries must be tested monthly and replaced as needed
  • Socket outlets in communal areas should be RCD-protected and tamper-resistant
  • Any electrical equipment in communal areas (washing machines, ovens) must be PAT tested annually
  • Communal consumer units must be in a secure, accessible location for emergency access
  • Signage indicating the location of electrical isolation points is recommended

HMO Licensing Electrical Conditions

Manchester and Stockport councils have specific electrical conditions for HMO licences. While these can vary slightly between authorities, the core requirements are consistent.

  • Valid satisfactory EICR within the last 3–5 years (check licence conditions)
  • Fire detection system compliant with BS 5839-6
  • Emergency lighting where required by the licence conditions
  • No evidence of overloaded circuits or unsafe extension lead use
  • Tenant electrical safety information provided at move-in
  • Annual electrical safety inspection of communal areas recommended
